The World Government is the biggest power in the entire world of One Piece. It is ruled over by the Five Elders. In order to keep a check on the people, the World Government created the Cipher Pol. There are many Cipher Pols that have already been revealed in the series.
These are secret agencies that do the dirty work of the World Government. They carry out every mission that is given out to them. These secret organizations are usually kept hidden from the public eye due to the ghastly jobs they work. Here are ten facts that you didn’t know about the Cipher Pol.
10. Directly Report To World Government
The Cipher Pols are different from the Marines in more ways than one. One of the biggest differences between them is that the CP-0 report directly to the World Nobles. The Marines, on the other hand, report to the Marine HQ and to other high officials. The Cipher Pol has time and time again been shown notifying the World Government. They don’t have to report any situation to the Marines and they are only answerable to the higher-ups in the World Government.
9. Rokushiki Masters
Rokushiki are six special techniques that are used by Marines and members of the Cipher Pol. Only some of the higher-ups in the Marines have been shown using them. All of the members of CP-9 have been shown using these techniques, though, and they use them at a more advanced level than the Marines. All CP-9 members were extremely proficient at using the Rokushiki. Stussy, who is a member of CP-0 was shown using the “Finger Pistol” technique. Rob Lucci has been shown utilizing the Rokushiki at the highest level.
8. Trained Assassins
The members of the Cipher Pol are usually given the most arduous of tasks. They trained at a very high level. Their training begins from their childhood and they grow up to be the strongest of assassins.
The best example would be Rob Lucci. Rob Lucci follows “Dark Justice” and he spared no one. His abilities as a child surpassed those of most Marines. Stussy showed off her abilities at Whole Cake Island when she easily killed one of the guests who went to collect the Tamatebako.
7. Access To Strong Devil Fruits
This is something that is common in both the Marines and the Cipher Pol. During the Water 7 arc, Kalifa and Kaku were without any devil fruit abilities. They were strong, but having a devil fruit would grant them more abilities, and thus make them a difficult match for any opponent. Spandam gathered two devil fruits one for each one of them. Kalifa got a paramecia type devil fruit and Kaku got a zoan type devil fruit. The sources for these fruits have not been revealed.
6. Haki Users
Many people aren’t aware that some members of CP-9 possess Haki. After the time-skip, the concept of Haki has become clearer and as it has been explained in a better way by Oda. Haki is pretty common now and it hardly surprising to see newly introduced characters using it. Even the regular Marine soldiers have been shown using it. It’s pretty obvious that all other members of the Cipher Pol will be capable of using Haki without any problem.
5. Ten Cipher Pols
So far we have seen eight official Cipher Pols. These are numbered from CP1 to CP8. However, there are also two more unofficial units known as CP9 and CP-0. Both CP9 and CP-0 are unique in their own ways. CP9 is a highly secretive organization and very few people know about it. CP-0, on the other hand, is known by the public.
However, they report directly to the World Nobles and no one else. The Cipher Pols work throughout the world and as mentioned above they exist outside the chain of command and do the World Government’s dirty work for them.
4. Undertake Highly Covert Operations
The Cipher Pols have been trusted by the World Government to do their bidding. They undertake the most difficult missions for the sake of gaining information. They provide intel to the World Government, in order to ensure the continuation of their rule. CP9 was assigned to capture the blueprints of Pluton and take away Nico Robin as well. Likewise, Stussy, who is another member of the Cipher Pol, was present at Whole Cake Island and gathering information regarding Big Mom’s Tea Party.
3. High Authority
The Cipher Pols don’t just follow the orders and kill people. They are also responsible for the recruitment of the Marines. They also seem to deal with the Underworld in certain cases. The Cipher Pols also seem to undertake tasks that revolve around politics, but they won’t shy away from capturing pirates if they are within their reach. According to Monkey D. Dragon, the power of the Cipher Pols is gradually increasing.
2. Cipher Pol Is Much Stronger Than Most Marines
The members of Cipher Pols are much stronger than regular Marines. The members of the Cipher Pols are trained heavily. The CP9 agents were given special training in order to surpass the limits of the normal human body. They also had to master Rokushiki in order to become a CP9 member. They are also trained mentally so that they can handle any job with ease and there will be a very low chance of failure. The members of CP9 received individual training and they also trained together.
1. Special Permissions
As the members of CP9 were a highly secretive and privileged organization, they were allowed to kill any person who didn’t cooperate with the World Government. Most of One Piece‘s citizens aren’t aware that the World Government has an organization that treats citizens like mere collateral damage. The other government-controlled organizations might not have this kind of power, but they might obtain certain other special permissions for themselves.
